About Bolt-On Wheel Spinners
Bolt-on spinner tops attach with a single center stud or bolt and may be used wherever there's a suitable hole (wire wheel, hub cap, etc.). Stamped steel mounting towers for bolt-on spinners have a flange for the wheel studs. The tower is then held in place by the wheel. Bolt-on spinner sets are most often used on stamped steel wheels.

About Screw-On Wheel Spinners
Screw-on spinner tops use 3" ID threads and attach by literally screwing on (like a peanut butter jar lid). Cast alloy mounting towers for screw-on spinners are actually adaptor rings. The rings attach to the inside of the wheel center hole with set screws. Screw-on spinner sets are most often used on alloy (mag) wheels.
